WHEREAS the Environmental Operators Certification Program EOCP requires all applicants for Operator, Level I certification in a Class I or higher systemfacility to have a minimum of one year 2,000 hours experience before certification; AND WHEREAS small communities with Class I or higher systemsfacilities are realistically unable to recruit, or promote from within, employees with sufficient hours to qualify for the Operator, Level I certification: THEREFORE BE IT RESOLVED that the Union of BC Municipalities seek a commitment from the EOCP Board of Directors to create a new certification, Small Community Operator Level I populations under 5,000, requiring a minimum of 12 calendar months and 200 hours of hands-on experience in a Class I or higher systemfacility.
