Hotel Accommodations

The 2025 UBCM Convention will be held September 22-26 in Victoria, BC. 

The 2025 Convention hotel blocks are now sold out. UBCM will not be adding additional rooms to the block.  We recommend making alternative hotel arrangements if you did not get reservations in these hotels.

Hotel Waitlist

Please note, this does not guarantee that you will receive rooms in one of the official UBCM room blocks.  We will do our best to accommodate delegates on the waitlist as rooms come available.  Very often, these rooms will come from other local governments who have rooms they no longer require closer to the Convention (usually around July - August 2025). 

We recommend that you make alternative reservations at another Victoria hotel for the 2025 Convention.  Most hotels not in a room-block will allow you to cancel reservations up to 48 - 72 hours prior to check in (please double check with each property).  In that case, if there are rooms that come available in the UBCM room block, you can cancel your back-up reservations.

If rooms come available, UBCM will connect groups who have extra rooms to people on our waitlist in the order they are received.  It will be the responsibility of the two parties to transfer the rooms from one group to the other.  If you are a group who has extra hotel rooms you would like to pass on to the waitlist please contact Kelsey at kmackaysmith@ubcm.ca.  

Hotel Accommodations for the 2025 UBCM Convention

UBCM has secured blocks with the following hotels: The Fairmont Empress Hotel, The Chateau Victoria Hotel, Double Tree by Hilton, Hotel Grand Pacific, The Inn at Laurel Point, The Magnolia Hotel, The Marriott Victoria Inner Harbour, and The Parkside Hotel. The blocks will open on Wednesday, November 6^th at 9:00 am.

Waitlists will not be accepted by the UBCM hotels prior to the opening date.  Reservations made at different rates, prior to the opening, cannot be moved into the UBCM block at our rates.  To receive the UBCM rates, you must make the reservations once our block has opened.

All reservations must be guaranteed with a major credit card at the time of booking and require a non-refundable deposit of one night's room and tax. Reservations are the sole responsibility of the local government. All reservations are made over the phone only (not online), except for the Fairmont Empress hotel.  For the Fairmont hotel reservations can be made over the phone or online using the link provided. 

Cancellation Policy for all UBCM Hotels:

• All reservations must be guaranteed with a non-refundable deposit of one night’s room and tax at the time of booking.
• The remainder of the reservation will be charged, non-refundable, 30 days prior to check in. 
• Please be aware of any reservation policies, cancellation dates, fees and deposits for each hotel property.

Please confirm all cancellation and change policies with the hotel when you make your reservation.

Fairmont Empress Hotel - SOLD OUT

• Each third and fourth person sharing a room will be charged an additional $50.00 CAD per person / per night.  There will be no charge for children up to 18 years who share with their parents. Maximum occupancy is up to 4 people per room.
• Reservations must be made by August 21, 2025 to qualify for the group rate.
• Group rates will be honoured three (3) days pre and three (3) days post event dates based on availability.

Double Tree by Hilton - SOLD OUT

• Maximum occupancies are two guests in king-bedded rooms and four guests in king-bedded suites, with existing bedding.  For triple or quad occupancy a $25 per person per night fee will be applied.
• Reservations must be made by August 22, 2025 to qualify for the group rate.

Magnolia Hotel - SOLD OUT

• Each third and fourth person sharing a room will be charged an additional $30.00 CAD per person / per night per adult.
• Reservations must be made by June 21, 2025 to qualify for the group rate.
• Group rate for a Friday or Saturday prior to arrival or post departure will be $20 per night higher than the group rate.

Fraud Alert 

It has come to our attention that agencies may be soliciting sponsors and attendees of the Union of BC Municipalities’ (UBCM) Annual Convention to book hotel rooms through their organization. Please beware that these organizations are not operating on our behalf and could be engaged in fraudulent activities. 

UBCM has not made any agreements with any agencies that offer reservation assistance, nor have we provided any information to anyone for this purpose. If you are contacted, please do not give out your personal information. We assure you that UBCM has NOT provided your contact details to any travel organizations. If you have any doubts about the legitimacy of a caller in relation to the UBCM Convention, please do not hesitate to contact us.
