Registration and Accommodation
Registration will open on Wednesday, July 2nd, 2025.
Registration is simple and done online. Visit the registration page on July 2, 2025 to complete your registration.
The UBCM Executive will be setting the registration rates for the 2025 Convention in the next few months. Once the rates have been set, they will be listed here.
UBCM accepts Visa and MasterCard payments. Payment is required to complete your registration. Login credentials will not be forwarded until your credit card has been successfully processed.
100% refund available, if cancelled by Friday, August 8, 2025. 50% refund if cancelled between August 9 - August 22 and no refund thereafter.
To make any changes to your registration, login with your contact person's email address (often a staff person's address that was used on your registration form) and the registration number shown on your receipt.
The UBCM hotel blocks are now fully sold out. UBCM will not be adding additional rooms or hotels to the block. We recommend booking rooms at alternative hotels in the area. The room blocks typically open in October of each year for the next Convention, and sell out very quickly. We recommend signing up for our Compass Newsletter to keep up to date on these announcements.
Resolutions
A resolution is a “request” being made by a local government to another order of government or another organization, e.g. RCMP, BC Hydro. Resolutions can address nearly any topic, with a request for something (i.e. requesting support, more funding, changes to legislation, etc.)
All local government/First Nations members of UBCM are entitled to submit resolutions for consideration at the annual UBCM Convention in September. The member local government/First Nation which authored the resolution is the sponsor of the resolution.
Resolutions may be submitted directly to UBCM or submitted to an Area Association for consideration at their Annual Spring Convention. Please check with each Area Association to confirm their resolution submission deadline. UBCM’s resolutions submission deadline is always June 15.
The resolution, if endorsed by the majority of the membership at Convention, will be conveyed by UBCM to the other order(s) of government or other organization(s) that the resolution is the focus of the request.
Upon receipt the other order(s) of government or other organization(s) consider the request made by the resolution and in turn provide a response. UBCM analyses and shares the responses with the sponsor and with the entire UBCM membership through their web site.
An Off-The-Floor resolution is one that is brought forward during Convention. It requires a super majority (three-fifths majority) vote by the membership in order to allow it to be considered. Consideration of off-the-floor resolutions occurs during the Friday morning resolutions session at Convention.
A Late Resolution is a resolution received by UBCM after the June 15 submission deadline and by noon on the Friday before Convention.
Resolutions are considered over three mornings at the UBCM Convention. During resolutions sessions, members will debate and vote on resolutions. Only member local government and member First Nations elected officials are allowed to speak to, and vote on resolutions. Although others may be in the plenary room, they may not speak or vote.
Member elected officials will receive a voting card which can be found in their Convention registration name badge. When voting on a resolution, members are asked to raise their voting cards.
Should a vote appear to be close (not a clear majority one way or the other) then members will vote electronically using an on-line program called Simply Voting.
Simply Voting can be accessed using a smartphone, tablet or laptop. For members who do not have a smartphone, table or laptop, UBCM will have loaner devices that can be checked out and used during the resolutions session.
No proxy voting is allowed. Member elected officials must be present to vote.
The dates for the three resolutions sessions at Convention in 2025 will be:
Wednesday, September 24 to Friday, September 26, 2025.
The resolutions are included in the UBCM Resolutions Book which will be made available on both the UBCM website and Convention App. It contains all of the resolutions received via the Area Associations and via direct submission to UBCM by the submission deadline of June 15. Additionally, Policy Book 1 will contain any Late Resolutions received.
Sponsorship & Trade Show Opportunities
No, unfortunately, there is not enough space to host a full Trade Show at the 2025 Convention when we are in Victoria. There will be a small number of booths available included in some of the sponsorship opportunities. The next UBCM Trade Show will be in Vancouver in 2026.

It has come to our attention that agencies are circulating a fraudulent letter to past participants of the UBCM Trade Show to provide company data about their organization. Please be aware that these organizations are not operating on our behalf and could be engaged in fraudulent activities. If you have any doubts about the legitimacy of any contact in relation to the UBCM Convention and Trade Show, please do not hesitate to contact us.
Session Proposals & Speaking Opportunities
UBCM follows a session proposal process to select the clinic and workshop topics for the Convention. The submission process will open in April, and close in mid-June. All session proposal contacts will be notified of the results for the 2025 Convention program at the end of July. If you do not receive a notification, please check your junk folder. Unfortunately, due to the volume of submissions individual feedback is not provided for unsuccessful applications.
