WHEREAS new federal Agriculture and Agri-Food Canada regulations came into effect on July 12, 2007 in an effort to help eliminate Bovine Spongiform Encephalopathy BSE from Canada; AND WHEREAS while the Canadian Food Inspection Agency has developed criteria for the use of engineered landfills it has yet to develop criteria for small rural landfills, resulting in local government being unable to determine whether it can meet the criteria required to achieve compliance with the new regulations and at what costs: THEREFORE BE IT RESOLVED that the Union of BC Municipalities petition Agriculture and Agri-Food Canada to place a moratorium on enforcement of the new regulations until the methodologies required to meet the new standards are in place and the Ministry has provided sufficient information to those stakeholders who will be effected by the new legislation.
