WHEREAS Fire Departments and First Responders provide the initial traffic control and scene security for motor vehicle accidents and, once the emergency is over, the responsibility of traffic control and scene security is transferred to the Ministry of Transportation, potentially resulting in long delays to establish a new traffic control team; AND WHEREAS to ensure additional motor vehicle accidents do not arise from an absence of traffic control, Fire Departments and First Responders within the Province of British Columbia continue to maintain traffic control and scene security, which results in non-compensated use of emergency personnel and equipment for non-emergency situations: THEREFORE BE IT RESOLVED that the Union of British Columbia Municipalities lobby the Insurance Corporation of British Columbia to establish local government reimbursement programs to compensate the costs incurred by fire departments and first responders for non-emergency motor vehicle accident traffic control and scene security.
