WHEREAS the five-year probationary period requirement for Community Forest Agreements CFAs inhibits the CFAs investment in long-term forest planning and management, limits the ability of CFAs to enter into long-term business arrangements, discourages major investment and creates substantial uncertainty; AND WHEREAS elimination of the probationary period will streamline CFA administration, ensure greater security of tenure for CFA licensees, increase their ability to access financing and to invest in long-term forest planning and management: THEREFORE BE IT RESOLVED that the Province of British Columbia amend the legislation to eliminate the five-year probationary requirement for Community Forest Agreements.
