Whereas the transportation sector represents the largest part of British Columbias total greenhouse gas emissions GHG, with individuals generating over half of their own GHG emissions through transportation activities; And whereas studies have shown that the number of cyclists increases significantly when investments in cycling infrastructure are complemented by education and awareness programming; And whereas existing cycling education programs in BC rely on local funding and are therefore unevenly available across the province, and do not have consistent, formally-instituted teaching standards or oversight; And whereas emerging evidence suggests that consistent, comprehensive and effective cycling skills training for young people influences their future transportation decisions towards increased cycling: Therefore be it resolved that UBCM urge the Province of British Columbia to implement and fund a province-wide cycling education framework for children and youth as proposed by BC Bike Right Network.
Ministry of Transportation and Infrastructure Government supports initiatives to encourage cycling by British Columbians, as it contributes to reducing GHG emissions and exposes individuals to active transportation options. The Ministry of Transportation and Infrastructure has provided funding to support cycling awareness and education through grants to the Bike to Work BC Society. In 2016, 140,000 in total funding was provided. Since 200809, nearly 1.1 million in funding has been provided to support the Bike to Work Week encouragement campaigns. In support of cycling education for children and youth in B.C., the Ministry supported a Bike to School initiative in 2015 and 2016.
