Emergency Management legislation modernization

EMBC has advised that it’s re-engaging its partners on the modernization of BC’s emergency management legislation. This follows a year in which efforts were paused as a result of various extreme weather events, including wildfires, floods and a summer heat wave. Local governments with questions about the legislative process, or that did not receive the March 23 EMBC email update are asked to contact EMBC.

 

Having completed its collection and analysis of stakeholder feedback, EMBC is using this next stage of engagement to inform partners about the legislative framework being developed, including co-development with Indigenous partners. EMBC also intends to discuss upcoming regulation development and implementation planning.

 

The EMBC-UBCM Flood and Wildfire Advisory Committee (FWAC) continues to meet and discuss key issues as part of the legislative development process. The primary issue for local governments remains the need for long-term funding and support to undertake new costs and responsibilities associated with a new Act. It is expected the FWAC’s work will include providing input towards the development of regulations.

 

EMBC has indicated that the first regulations to be developed will support provisions related to Ministries, Critical Infrastructure, Local Authorities and Disaster Financial Assistance. This work will run from spring 2022 until spring 2024. Additional regulations to be considered at a later date (post 2024) relate to Response and Recovery Costs, Volunteers, Compliance and Enforcement, Crown Corporations and Public Sector Agencies, and Public Notifications and Warnings.
