Reviewing UBCM’s resolutions process

UBCM membership submits 200 resolutions to be considered at Convention each year, on average. While the high number shows strong engagement from members, the large volume can impact debate on the floor and follow-up advocacy with the Province.  A review of UBCM’s resolution process is underway, and members will be canvassed for feedback at Convention. Please read the report for background prior to Convention.
 
In an ironic turn of events, a 2019 resolution aimed at making sure every resolution has adequate time for debate at Convention, was deferred when time ran out. The unheard resolution was referred to Executive, who agreed with the sentiment that the long list of resolutions considered each year makes it hard for members to have wholesome debate.
 
Executive endorsed that ironically un-debated resolution, kicking off a review of UBCM's resolutions process. The review has been stalled—first from the pandemic, then technical interruptions—until this year. UBCM staff canvassed members at Area Association meetings in spring 2022 and will engage all members at Convention to gauge if there is support for changing the resolutions process.
 
The Report on UBCM Resolutions Process Review includes a summary of feedback and suggestions received so far, and a five-question survey. Members will be asked the survey questions at Convention, during the resolutions session scheduled for Thursday, September 21. Members are encouraged to read the Report prior to the resolutions session.
