Transport Canada has announced a new funding program that will support Indigenous and local communities to participate in rail safety initiatives. The call for proposals closes February 16, 2023, with the intent to have contribution agreements in place for the 2023-24 fiscal year.
The Program to Enhance Rail Safety Engagement (PERSE) will fund a maximum of $150,000 per recipient and per application. The program provides financial capacity support for resources to participate in eligible activities such as:
- Holding discussions to address gaps in Indigenous and local engagement on rail safety;
- Engaging at the local and regional level on Indigenous and local communities’ representation in rail safety; or
- Researching the impact rail lines have on communities or traditional territories.
Indigenous or local governments seeking further details about PERSE are encouraged to attend a Transport Canada information session about the funding program.

In addition to the new PERSE, Transport Canada also administers the Community Participant Funding Program – Rail Safety Component (CPFP-RS), which provides short-term grants of up to $5,000 per activity, to support event-driven engagement such as meetings or discussion forums. The CPFP-RS call for proposals is open and ongoing.
