Whereas diesel locomotive engines emit a variety of pollutants, particulates and greenhouse gases that negatively impact communities; And whereas many local governments have adopted ant-idling policies and bylaws that benefit air quality and reduce greenhouse gas emissions; And whereas in 2010 the Ministry of Transport published The Development of Canadian Locomotives Emissions Regulations that to date has not been acted upon: Therefore be it resolved that UBCM and FCM petition the federal government to modernize the Railway Safety Act and other relevant legislation to address excessive locomotive idling and also align with the governments commitment to reduce climate pollution.
