WHEREAS the Local Government Act, Section 8052 establishes that a regional requisition becomes a municipal debt regardless of whether the taxpayer pays their share of the regional requisition to the municipality; AND WHEREAS the non-payment of tax by a large major industry taxpayer could be 25 per cent or more of a municipalitys annual budget; AND WHEREAS the forced payment of the major industry tax to the regional district by the municipality may place the municipality in debt and at risk of insolvency: THEREFORE BE IT RESOLVED that the Province of British Columbia amend Section 805 of the Local Government Act so municipalities are not obligated for the payment of major industry external requisitions if the municipality has not received the tax from the major industry.
