WHEREAS the British Columbia Utilities Commission BCUC has recently required the electrical utility providers to introduce a two-step rate structure to encourage energy conservation; AND WHEREAS many consumers rely on electricity as their main source of heat as they do not have access to natural gas; AND WHEREAS many people on low or fixed incomes do not have the financial means to upgrade their homes to energy efficient standards to benefit from these rates; AND WHEREAS the current rate structure presents a financial hardship to many consumers: THEREFORE BE IT RESOLVED that UBCM ask the BC Utilities Commission to review the electrical tariff structure and increase the amount of kilowatt hours that qualify for the lower rate.
