WHEREAS currently there are no licensing requirements and regulations for motorized off-road vehicles in the province, except for snowmobiles; AND WHEREAS motorized off-road vehicles are a significant issue for drinking water source protection; AND WHEREAS the growth in numbers and use of motorized off-road vehicles in the province is increasing at an alarming rate; AND WHEREAS protecting water at the source is essential to ensure the health of humans and the sustainability of the ecosystem; AND WHEREAS water purveyors have no jurisdictional control over the unregulated activities within their watersheds: THEREFORE BE IT RESOLVED that the provincial government implement licensing and regulation of all motorized off-road vehicles, and promote the use of Section 22 of the Recreation Regulation to the Forest and Range Practices Act to allow water purveyors the ability to collect user fees to help offset operating and maintenance.
