WHEREAS the Province and Hospital Districts have shared capital financing for health facilities; AND WHEREAS the Province and Hospital Districts participated in a study to examine the funding relationship, which confirmed the existing ratio of 6040 Provincial Hospital District funding as appropriate: THEREFORE be it resolved that the Province ensure that Health Authorities are provided with sufficient funding to ensure that they are able to meet the agreed to 6040 funding ratio in health capital financing.
Ministry of Health Health Authority operating grants have increased every year since 2001. In addition to funding direct care for the Health Authority population, these grants also fund minor capital and capital maintenance projects. The current three year fiscal plan includes more than 200 million for minor capital funding. The Province is also providing a further 735 million in capital grants to Health Authorities over the next three years. In addition to this funding, the Province has created the flexibility for Health Authorities to consider alternative ways to finance capital projects, including Public Private Partnerships which can provide access to infrastructure without a provincial capital contribution. This procurement method has been standard practice in the Residential Care sector for many years, and is being adopted in the Assisted Living sector as well. Public Private Partnerships, and a significant contribution from the Regional Hospital District RHD, have also resulted in the construction of the Abbotsford Hospital and Cancer Center, a project that was on the drawing board for some 20 years. Health Authorities also have the flexibility to use own source revenues and cash balances to help fund capital projects. The provincial funding and alternative financing arrangements, combined with substantial contributions from RHDs and other funding partners, enables the delivery of necessary local health infrastructure that significantly enhances the quality of care for the public.
