WHEREAS the Fire Underwriters Survey conducts field reviews and prepares Fire Protection Assessment Reports for local governments for the purpose of fire insurance grading that is then utilized by insurance underwriters when determining the level of risk assumed in any given community; AND WHEREAS a Fire Protection Assessment Report prepared may not accurately reflect the conditions in the subject community with respect to fire protection delivery, water supplies for public fire protection, fire prevention and fire safety control, andor emergency communications: THEREFORE BE IT RESOLVED that the Union of British Columbia Municipalities advocate for an appeal process to be implemented as part of the Fire Underwriters Assessment reporting procedure, with the appeal process to be adjudicated by an independent authority.

Local Government may choose to improve the protective services in their communities based on the Public Fire Protection Classification given by the Fire Underwriters Survey to their community. The Office of the Fire Commissioner has no responsibility or influence on the content of the Fire Underwriters Survey, nor the determinations made with respect to the use of those determinations by the member companies of the Insurance Bureau of Canada who subscribe to this service.
