Whereas the Province of BC provides Community Energy and Emissions Inventory CEEI numbers to BC local governments, but the Province omits or has inconsistent reporting of emissions from: -Manufactured goods embodies emissions in vehicles, building materials, and all consumer goods -Aviation for individuals and commercial transport -Loss of soil carbon from agriculture -Deforestation loss of sequestered CO2; And whereas these emissions account for a significant amount of total emissions: Therefore be it resolved that UBCM request the provincial government to improve the CEEI to account for these significant sources and where not possible, fully acknowledge these sources of emissions when reporting to local governments.

Provincial Response

Ministry of Environment Climate Change Strategy The Province provides information on greenhouse gas emissions from land-use change as a result of deforestation at the provincial level in the annual greenhouse gas inventory posted on the Ministrys website. The Province does not collect or maintain information on the embodied emissions in vehicles, building materials, and all consumer goods; aviation for individuals and commercial transport; or change in soil carbon as a result of agricultural activities; and receives limited information from the federal government on greenhouse gas emissions from net deforestation. Where information is available and can be credibly disaggregated, the province has provided greenhouse gas emissions information to communities in BC. The Province is currently examining opportunities to enhance the information received from the federal government annually with information derived from measured and reported greenhouse gas emissions and activities in British Columbia. The greenhouse gas emissions inventory forms the basis of governments report on climate change progress as required by the Greenhouse Gas Reductions Target Act. The obligation to report greenhouse gas emissions at the community level lies with each individual community that has signed the BC Climate Action Charter as part of the commitment to being carbon neutral and to create complete, compact, energy-efficient communities. The Climate Action Secretariat has assisted communities with their commitment to measuring and reporting on their communitys GHG emissions profile by attempting to disaggregate provincial greenhouse gas emissions by community. Some past information used to support this disaggregation is no longer available. The ability to provide future community level greenhouse gas emissions information will depend on availability of data and information as well as resources with the Climate Action Secretariat to disaggregate available information. The Climate Action Secretariat is able to make available province wide energy consumption data provided by BC Hydro and FortisBC at the community level on an annual basis. This information likely accounts for over half of an average communitys greenhouse gas emissions. The Climate Action Secretariat does not have access to community level transportation fuel information to allow the reporting of transport sector emissions at the community level. The Climate Action Secretariat, Ministry of Transportation and Infrastructure, ICBC and the Ministry of Energy, Mines and Petroleum Resources are exploring approaches to collecting information on annual vehicle use at the community level.
