In advance of tonight’s kick off networking event, we are pleased to welcome comments from UBCM president Brian Frenkel, Premier John Horgan and Josie Osborne, Minister of Municipal Affairs.
President’s Welcome
It is my pleasure to welcome delegates to the 2021 UBCM Convention.
Our AGM provides an opportunity for local governments in BC to take stock of the challenges we face as we deliver the core services that are foundational to B.C.'s communities. This year’s agenda mirrors the key questions local governments are asking about climate change; the opioid crisis; reconciliation; and financial resiliency. The decisions made by our voting delegates will provide grassroots direction on these critical files that will energize UBCM’s continuing advocacy.
The Convention is the work of many hands, and I am very grateful for the contributions provided by our panelists. The workshop themes are substantive, and I am pleased to say that they are well matched by the expertise and experience of those who will be presenting.
I also want to convey a strong note of appreciation to provincial government for adapting its participation to integrate with a virtual format. We are very pleased to see the return of the Cabinet Panel town hall meeting this year, and look forward to the direct involvement of the Premier, the Leader of the Official Opposition and the Leader of the B.C. Green Party. The high level of collaboration between the province and local government has deep roots in B.C., and I welcome the input from all parties into this year’s meeting.

On behalf of the Government of British Columbia, welcome to the 2021 Union of British Columbia Municipalities Convention!
This annual convention is an essential forum to discuss issues that matter to all British Columbians. Throughout the COVID-19 pandemic local governments have been working hard to keep people and communities safe and connected, at a time when they’ve needed support more than ever. Our government has been there working with you, and we are committed to continuing to do so as we build an even stronger, more resilient province for future generations.
This year’s theme of “Obstacles to Opportunities” emphasizes the importance of collaboration between all orders of government as we confront the challenges and opportunities ahead. The pandemic has emphasized the complexity of issues such as the opioid crisis, climate action and housing, all of which call on us to continue to work together towards sustainable solutions. My colleagues and I are here to listen and learn from you so together we can overcome obstacles and make the most of future opportunities.
I look forward to meeting with you to hear your thoughts and recommendations on working together to continue supporting healthy, vibrant communities throughout B.C., and building a strong, sustainable, innovative post-pandemic economy.

Welcome to the 2021 Union of British Columbia Municipalities Convention! I am pleased to join you for my first UBCM Convention as Minister of Municipal Affairs. I look forward to meeting and catching up with many of you virtually throughout the week.
My first term as Minister of Municipal Affairs has been as rewarding as it has been memorable. The immediate challenges of the COVID-19 pandemic, and more recently a difficult wildfire season, have impacted all our lives in ways we could never have imagined. They have also reminded us of our strengths, especially when we work in partnership to protect our communities and the people we care about. Through it all, I have looked forward to the regular conversations I have with mayors and regional district chairs, as well as many other local elected officials. I appreciate your meaningful feedback, and I am looking forward to continuing these conversations at Convention and into the future.
Local governments have an essential role in representing and supporting people and communities. Over the past 18 months in particular, you have all been on the frontlines, facing critical issues that directly impact people, and I want to thank you for your dedication and hard work. Your actions make such a difference in peoples’ lives.
This year’s convention theme, “Obstacles to Opportunities,” recognizes the importance of being adaptive and finding creative solutions to issues, something we have all become even more familiar with over the last year. Building partnerships among all orders of government is fundamental to developing innovative solutions to tackle complex issues in our province. Local governments are vital eyes and ears at the ground level, and we are here to listen, work together and collaborate with communities of all sizes. Our government is going to keep working hard for you, putting people first and making life better for everyone who calls B.C. home.
