New funding for Next Generation 911 preparedness

UBCM is administering $60 million to support local preparedness for the implementation of Next Generation 911, and to provide funding to eligible recipients to support the transition of existing 911 services to NG911.

The funding is being delivered in five streams:

  1. Base funding: All local governments and modern Treaty First Nations will receive an allocation of $45,000 to support local preparedness for the implementation of NG911. This is intended to support public education, legal and contract costs, mapping and GIS, and local training.
  2. Eligible recipients that operate a primary PSAP for 911 Call Answer outside of the E-Comm system will receive up to $3.5 million each. This is limited to the City of Nelson and the City of Prince Rupert. Funding is for hardware and software, change management, business continuity, training, etc.
  3. Eligible recipients that operate a secondary PSAP outside of the E-Comm system will receive up to $3 million each. This is limited to the six secondary PSAPs that operate fire dispatch, and includes funding for hardware and software, change management, business continuity, training, etc.
  4. Eligible recipients that operate a secondary PSAP or municipally-run RCMP Operational Communications Centre and that will not have all NG911 costs funded by E-Comm will receive up to $500,000. This is limited to four eligible OCCs, and one secondary PSAP (District of Saanich). Funding is limited to minor hardware acquisition, change management, business continuity, training, etc.
  5. An application-based program for additional eligible costs that are identified by eligible applicants is expected to be available in 2025. Detailed program information will be available at a later date.

The first four streams will be administered as a single allocation-based program. Eligible recipients will not be required to submitted an application. Instead, all eligible recipients will receive an approval agreement and, after UBCM receives the signed agreement, 50% of the eligible grant will be released.

The balance of the grant will be paid upon receipt of claims and/or the final report. Eligible recipients will have three years to expend the funds based on the eligibility outlined in the program guide.
