SPARC BC has been hired as the lead contractor for the local government child care planning resource guide.

An Advisory Committee has been chosen to assist with the project, which will support local governments in BC in the creation of child care spaces by providing practical examples and best practices. The Advisory Committee members are:

  • Dave Stewart, Social Planner, City of Nanaimo
  • Chris Duggan, Program Manager, Child Care, City of Richmond
  • Teunesha Evertse, Planner, District of Sooke
  • Rhona Martin, Alternate Chair, Columbia Shuswap Regional District
  • Stephen J. Côté-Rolvink, Chief Building Official, City of Maple Ridge

  • Erin Jackson, Director of Corporate Services, City of Salmon Arm
  • Amy Reid, Economic Development Manager, City of Quesnel
  • Mark Pickersgill, Social Planner, City of Vancouver

The Guide is intended to support local governments in BC in the creation of child care spaces by providing practical and concrete recommendations; and to build local government capacity. The Guide will feature best practices and case studies on: developing child care strategies and plans; financing child care; designing, building and licensing child care spaces; and working with child care operators.

Funding for this project was provided by the Ministry of Children and Family Development (MCFD). UBCM will manage the project with the final guide expected by early summer 2020. A webinar on the Guide will also be offered for local government elected officials and staff.

Local governments may also be interested in UBCM’s child care funding programs and MCFD’s Childcare BC New Spaces Fund.
