Whereas unaddressed admail contributes to waste when it is not wanted and may go unrecycled; And whereas unaddressed mail from local governments is not included in the exemptions allowing other governments to use unaddressed admail; And whereas this barrier may hinder local governments from encouraging residents to use no junk mail stickers to reduce their amount of recycling and waste: Therefore be it resolved that UBCM and FCM ask Canada Post to develop a system to allow recipients to OPT IN for admail rather than needing to opt out.

Other Response

Canada Post At Canada Post, we recognize that as both corporations and citizens, we all must consider how to limit our environmental footprint and consider the impacts we are having on the world around us. The Corporation is committed to the conservation of resources, and since 2017 we have reduced paper consumption by 35 per cent. While we are committed to reducing any negative environmental impacts, we are also obligated to deliver all mail, addressed or not, with a limited number of exceptions. As you indicated, by affixing a note to a consumers mailbox that would be visible to the delivery agent, a customer can opt out of receiving unaddressed advertising mail through our Consumers Choice program. In this regard, Canada Post abides by the Canadian privacy legislation, recognizing implied consent as a viable means to manage ones preferences, allowing them to opt out of advertising mail. Many consumers have provided us with positive feedback regarding this program, and we will continue to listen and adjust accordingly.
