Whereas the Ministry of Transportation and Infrastructure is responsible for highway maintenance and provides service delivery performance requirements within their maintenance contracts and no independent process is provided to ensure the timely delivery of those services and communication of when those services will be delivered; And whereas community and neighbourhood concerns in electoral areas suggests that the Ministry of Transportation and Infrastructure needs to fund its highways and road maintenance programs in a more effective manner: Therefore be it resolved that UBCM request that the Ministry of Transportation and Infrastructure: areview how it provides performance measures to its public and how it keeps its public informed as to when it can expect the remediation of a maintenance deficiency so that it can devise a process that will assure the public that it is delivering its highway maintenance obligations; and bensure adequate resourcing is available to administer and monitor highways and road maintenance contracts such that public safety and traveling conditions are enhanced on rural roads.
Ministry of Transportation Infrastructure The current highway maintenance contracts are set to expire over the next few years. As part of the contract renewal, the Ministry of Transportation and Infrastructure will be revisiting how our contractor assessment program CAP is applied. The Ministrys contractor assessment program is well resourced with over 200 staff who regularly monitor, assess and audit the maintenance contractors performance. Throughout the year over 10,000 monitoring records and 1600 audits are used to assess contractor performance. In addition to our staff assessments, the Ministry consults and includes performance ratings generated by stakeholders such as RCMP and other first responders, local school boards and their transportation departments, local government representatives, trucking associations, etc. The average rating for our contractors is reported annually in our service plan report. The Ministry is always interested in hearing from local governments on the performance of our contractors. Mayors and Councillors are encouraged to share their comments and concerns with our local highways staff and maintenance contractors.
