WHEREAS the provincial government is desirous to enforce the new model of the fire rescue service: THEREFORE BE IT RESOLVED that UBCM request that the provincial government fund the changes and the ongoing costs with the money they collect from the Insurance Premium Tax.

Provincial Response

Ministry of Public Safety Solicitor General At this time, there is no anticipated change to legislation, with respect to the disposition of revenue collected through the Insurance Premium Act. The insurance premium tax imposed under the Fire Services Act was repealed in the 1998 provincial budget. When the Fire Services Act was amended in 1983, revenue was no longer specifically earmarked for funding either the fire service or the Fire Commissioners Office. The tax revenue generated from the tax paid by insurance companies on property insurance premiums is intended to be a general revenue source. This is in keeping with Financial Administration Act requirements.
