WHEREAS high risk offenders are routinely placed in British Columbia communities; AND WHEREAS communities are asked openly to help police in keeping watch over high risk offenders without the adequate skills or funding: THEREFORE BE IT RESOLVED that UBCM lobby the provincial and federal governments to provide adequate funding and staffing levels to agencies that are entrusted with the responsibility of monitoring high risk offenders within a community so that public safety is maintained.

Provincial Response

MINISTRY OF PUBLIC SAFETY AND SOLICITOR GENERAL The Ministry of Public Safety and Solicitor General Ministry ensures there are adequate and effective levels of policing enforcement necessary to monitor and respond to the presence of high risk offenders in every community throughout British Columbia. The Ministry is also responsible for providing risk-based case management and supervision of court mandated offenders in the community. Probation officers are trained to assess offender risk and impose enhanced levels of intervention, including police surveillance, to those offenders who pose a high risk to re-offend. Information on offenders from the community is integral to these assessment decisions and the maintenance of public safety.
