WHEREAS Emergency Response and Recovery Coordination is now provided by all local governments in the province; AND WHEREAS the Provincial Emergency Program provides the much needed funding to respond and recover from emergencies wherein approval of the Program has been received and the funding for recovery projects is shareable with 80 funded by the Province and 20 funded by the local government, but the challenges of the local government in providing the 20 contribution may cause the project to fail or require further taxpayer assent, and rural electoral areas within a regional district may not be capable of raising the 20: THEREFORE BE IT RESOLVED that the Province of British Columbia Provincial Emergency Program consider amending the 8020 cost share to 100 funding provided by the Province, reflecting past practice wherein many projects have been funded at that level throughout the province.

Provincial Response

MINISTRY OF PUBLIC SAFETY AND SOLICITOR GENERAL The Province of British Columbia Province supports local government in response funding at 100 and recovery at 80 for actual and imminent emergencies and disasters where Disaster Financial Assistance has been approved. This is consistent with the Disaster Financial Assistance program of the federal government and other jurisdictions. All recovery claims by local government have been completed successfully; for example, the Province paid 2 million for nine projects by local government in 2003 for recovery from the impact of interface fires. The Ministry of Public Safety and Solicitor General does not anticipate a change to the Compensation and Disaster Financial Assistance Regulation at this time.
