WHEREAS drivers with new licences could remain in new driver status for many years if driving infractions are received on their licence; AND WHEREAS some penalties imposed for driving infractions for new drivers could be considered severe: THEREFORE BE IT RESOLVED that UBCM request that the provincial government conduct a review of the penalties imposed for driving infractions for new drivers to ensure that the severity of the infraction is consistent with the penalty allocated, and that consideration be given to the new drivers previous driving record when determining the penalty for an infraction.
MINISTER OF PUBLIC SAFETY AND SOLICITOR GENERAL Government, together with ICBC, continues to work toward the goal of having fewer fatalities and serious injuries for new and high risk drivers. Point penalties recorded on a driving record are based on the offence and not on a persons previous driving record. This applies to all drivers, including new drivers. Road safety research has identified unsafe driving behaviours and attitudes as a key crash factor for new drivers at the Graduated Licensing Program Novice stage. The Novice stage safe driving requirement creates an incentive for safer, more responsible driving during this high risk period of time and works to help reduce traffic violations and unacceptable driver behaviour.
