WHEREAS the Province has expressed a desire to recover a larger portion of policing costs from the rural areas and to make communities with populations of under 5,000 responsible for policing from the year 2007 forward, with the only source of funds for such a venture being already overly-high property taxes; AND WHEREAS the Community Charter states that the provincial government must not assign responsibilities to municipalities unless there is provision for resources required to fulfill the responsibilities: THEREFORE BE IT RESOLVED that the Province abstain from the imposition of policing costs unless full and complete sources of revenue other than the property tax be provided to the rural areas and municipalities in order to cover such costs.
