WHEREAS the new Sewerage System Regulation under the Health Act, which came into effect on May 31, 2005, requires sewerage systems to be installed by a registered practitioner, together with a myriad of other new requirements; AND WHEREAS the new requirements have in themselves substantially increased the cost of sewerage system installations, in some areas homeowners are also being held to ransom due to the lack of registered practitioners creating a monopoly situation: THEREFORE BE IT RESOLVED that the provincial government be requested to review the new regulation with a view to limiting the opportunity for abuse, permitting alternate means of disposal particularly in rural areas and providing more flexible alternatives for system installation; AND BE IT FURTHER RESOLVED that the provincial government be requested to hold the new regulation in abeyance until such time as a full review has been undertaken and changes have been made to accommodate the end user, as well as to make the regulation more comprehensible and user friendly.
