WHEREAS local governments are responsible for the implementation and maintenance of waste management programs; AND WHEREAS the disposal of consumer products and their packaging have resulted in a financial and location burden to local governments: THEREFORE BE IT RESOLVED that the UBCM lobby the provincial and federal governments to institute an environmental fee on all products to cover the cost of disposal.
