Highway Maintenance Contractor Performance Program

WHEREAS the highway maintenance contractor performance program is to promote a standard of maintenance of highways for both summer operations and winter operations but is awarded based on summer operations performance only; AND WHEREAS the awarding of a performance program based on summer operations performance only could be a disincentive to a contractor for winter operations performance: THEREFORE BE IT RESOLVED that the Ministry of Transportation and Infrastructure be requested to modify the highway maintenance contractor performance program into two parts, with 40 of the highway maintenance contractors performance premium applying to summer operations and 60 of the performance premium applying to winter operations.
