WHEREAS there is a high number of RCMP member positions within the province that are vacant; AND WHEREAS the number of recruits being trained and graduating from the RCMP training facility is significantly lower than the number of vacant positions: THEREFORE BE IT RESOLVED that a training centre be established in British Columbia to increase the capacity of the RCMP to train recruits to meet demand.

Provincial Response

Ministry of Public Safety and Solicitor General RCMP recruit training is the responsibility of the federal government and the RCMP. The Ministry of Public Safety and Solicitor General continues to work with the other provinces and territories at the national level to ensure that the federal government and the RCMP adequately address training capacity. The Province of British Columbia Province supports the federal governments plan to expand the capacity of Depot, the RCMP training facility in Regina, to meet growing demands. The RCMP operates the Pacific Region Training Centre, a state-of-the-art facility in Chilliwack which is responsible for delivering training to RCMP members and some civilian members and public service employees in the Province and the Yukon. It also provides training to police from independent municipal police departments in the Province.

Federal Response

MINISTRY OF PUBLIC SAFETY AND EMERGENCY PREPAREDNESS In Budget 2006, this Government committed to enhancing front-line law enforcement capacity in Canada, including filling 1,000 RCMP vacancies by 2010. The Budget also announced that the new RCMP officers would receive world-class basic police training through an expanded RCMP National Training Academy having sustainable capacity. Furthermore, a commitment was made to enhance the field coaching program to ensure that all Depot graduates are paired, during their first posting, with veteran officers who have completed the RCMP field coaching course. The expanded sustainable capacity of Depot will accommodate the training of new RCMP members to provide a permanent police capacity within the RCMP, allowing for the implementation of new federal RCMP officer positions over the next five years, and providing cadets to meet meet the contract policing demand. The new officers will also address attrition and vacancies. Increasing Depots sustainable capacity to increase graduate cadets each year commenced through interim measures in fiscal year 2006-2007 with 1,252 cadets expected to graduate by the end of this fiscal year. In addition, the RCMP began training lateral entry police officers at the Pacific Regional Training Centre located in Chilliwack, British Columbia. The first training course at the Chilliwack facilities started in February 2007, and it is anticipated that over the next five years, 48 lateral entry police officers will be trained per year.
