WHEREAS the governments of British Columbia and Alberta signed the Trade, Investment and Labour Mobility Agreement TILMA in April 2006, to come into force on April 1, 2007, as Canadas most comprehensive internal trade agreement applying to all government measures such as legislation, regulations, standards, policies and guidelines that affect trade, investment and labour mobility; AND WHEREAS few, if any, local governments have the capacity to assess actual or potential impact on local government derived standards, regulations or other measures that would be subject to obligations under the TILMA beyond those of the existing Agreement on Internal Trade: THEREFORE BE IT RESOLVED that UBCM, on behalf of its member local governments, thoroughly assess the implications of TILMA on local governments latitude to formulate, apply and maintain community-specific standards, regulations, initiatives and other measures, and advise member local governments on or before June 1, 2008.
