WHEREAS there is increasing concern over public safety and an increase in related local government costs as a result of an ongoing and escalating series of metal thefts; AND WHEREAS there is an increase in the sale of scrap metal used to provide the financial and other resources needed to fund illicit drug activities, which result in serious health, social and economic consequences for individuals, families and businesses and communities: THEREFORE BE IT RESOLVED that the Union of BC Municipalities request that the Province amend Section 59 of the Community Charter to give local governments clear authority to impose requirements on scrap metal dealers, to the same extent that they can impose requirements on second hand dealers and pawn brokers.
